The master plan organizes the whole site: manufacturing, warehousing, QC, utilities, administration, circulation and room to grow. Concept engineering then sets the block layout, GMP zoning and the separation of personnel, material and waste flows, together with first estimates of room data and utility loads. Decisions made at this stage carry through every later discipline.
